My grass has black spots everywhere and looking closesly they are tiny black eggs.? - tiny tiny asian angels

They are in a corner of my bird houses, papers (some big) little tiny black eggs stuck in my Grassleaf, spray me with the killer insects outdoors, but the next day there are more places around. What is it ?????? How can I rid of it?
